It was situated to the rear of Lower Grange Mill. The mill housed 616 looms, powered by a horizontal engine, and boiler supplied by T Beeley in 1880s. The mill was leased to Enoch Crabtree of Oswaldtwistle in 1896. Crabtree is listed as a cotton spinner and manufacturer at Perseverance Mill in a trade directory for 1903, and is accredited with 610 looms, producing fancies, twills, drills, and fine printers. However, Crabtree failed in 1904 and the Helene Mill Co Ltd was formed to continue production at the site. The firm produced plains, shirtings and cambrics. The Helene Mill Co was reconstituted as the Grange Manufacturing Co (Accrington) Ltd in 1931 and after World War II became a member of Amalgamated Cotton Mills Trust, a company later absorbed into the Viyella Group. Re-spacing reduced looms to 462 and employees to 130. Surgical and industrial cloths were manufactured in the 1950s and 1960s and weaving at the site ended in 1968. The site consists of a large single-storey shed with northern lights, rendered walls and slate roof; a reduced circular brick chimney in the shed on the Wellington Street perimeter wall and a two-storey engine and boiler house with hipped roof and tank dated 1906.
